Lloyd G. Bingman, Ph.D. is prepared to provide Education, Training and Workforce Development needs of Brighter Day Consulting, LLC’s clients, having served as the Special Assistant to the (Michigan) State Superintendent of Public Instruction; wherein, he researched, analyzed and developed strategies to improve the educational attainment of urban students.  While working for the Department of Education, he conducted qualitative research and analyzed data to provide recommendations and planned activities for the Michigan Department of Education (MDE) to assist Michigan schools in closing the achievement gap of low student performance.  Data was obtained through interviews and surveys with school district superintendents, school administrators, and community leaders statewide.  The data identified barriers (inside and outside of the schools) that had an impact on unacceptable student behavior and contributed to low academic achievement. 

Dr. Bingman also conducted research and wrote reports for the MDE to aid in the evaluation of grant proposals submitted by various school districts and to improve educational opportunities for urban schools.  Further, he was a contributing writer for a report prepared for Governor Jennifer M. Granholm, which was submitted following the civil unrest that occurred in Benton Harbor, Michigan in October 2003. (http://www.michigan.gov/documents/BH_final_report_76471_7.pdf).

 

  Specifically, Dr. Bingman researched, analyzed, and prepared the Education section of the report after participating in meetings, evaluating school policies, identifying issues and concerns related to the schools, and researching and analyzing relevant data.  The results of the report assisted Governor Granholm in implementing strategies to improve the educational attainment of Benton Harbor School students and provided school administrators and teachers with professional development opportunities to enrich their teaching experiences.  Dr. Bingman also coordinated and managed a project for the Michigan State Department of Education that encompassed developing a parent involvement and engagement toolkit, which was designed to assist schools statewide in encouraging parents to become active participants in their children’s learning (http://www.michigan.gov/documents/MDE_Parent_Involvement_Part_1_12-16-04_111424_7.doc).  Along with researching and writing policy recommendations for Governor Granholm to increase educational opportunities for students and teachers, Dr. Bingman served as MDE's liaison to the Governor’s office and participated in planning strategic public/private partnership activities in coordination with the Governor's Office of Faith Based and Community Outreach.  Later, Dr. Bingman worked as the Director of Workforce Development for the Environmental Protection Agency.  Dr. Bingman has also developed educational programs for Pre-kindergarten through High School students to increase students’ academic performance.

 

Dr. Bingman is a member of the Council for Labor and Economic Growth (CLEG) - appointed by Governor Granholm, and is active in several community-based organizations including Alpha Phi Alpha Fraternity, Incorporated; the NAACP, and “The Turning Point,” a mentoring program in Lansing, Michigan designed for young African American men in 9th – 12th grade.  Dr. Bingman graduated with a Doctor of Philosophy degree (Ph.D.) in Educational Administration from Michigan State University in December 2003, a Masters of Education degree (M.Ed.) in Urban Education from Langston University in December 1995, and a Bachelor of Science degree (BS) in Business Administration from Oklahoma State University in July 1982.
